Abstract As a result of the shortage of labor force due to the declining birthrate, many of developed countries are increasingly accepting immigrants. However, growing tensions between the host countries’ citizens and the immigrants with different languages and values have led to large-scale anti-immigrant movements and race riots. The main cause of these riots is the rise of antiimmigrant sentiments in the host countries’ citizens due to the increase in the number of immigrants, and in order to control it, it is necessary to periodically check the state of the social structure. In this study, we consider a large-scale riot itself as a breakdown of a society. This study applies the inspection policy model based on the assumption that the state of the social structure concerned is periodically inspected and that social integration policies are implemented in case of riots. As a result, this study seeks the optimal time for inspection of the social structure that minimizes the expected costs of these activities.
