Abstract have to improve their productive efficiencies and product qualities. Such education is constituted with two kinds, i:e:, on-the-job training and off-the-job training, and offthe- job training is constituted with two kinds, i:e:, compulsory educations and non-compulsory ones. Examples of compulsory educations are safety programs and compliance educations and they are indispensable for companies to prevent any accidents during production. Compulsory educations are implemented once or twice in a year in classrooms and all employees of a department and a division have to attend them. In addition, employees have to attend the daily e-learning which complements and strengthens conventional compulsory ones. In this paper, an annual compulsory which is complemented and strengthened by e-learning, is discussed. Because e-learning is the daily problem solving and problems are extracted from problem databases, the time required to complete a whole problem varies from person to person and the optimal compulsory education plan is discussed considering such random variation. The expected cost rate of education is expressed and optimal policies which minimizes it is considered.
