Assess Reliability of a Stochastic Rescue Network Considering Multistate Travel Time

Abstract Casualty rescue is always a critical issue in emergency departments during a natural disaster, such as earthquakes, flooding, and hurricane. Traditionally, assuming that the time for ambulance to travel on each road is a fixed variable. However, the travel time of each road would be affected by its damaged level. Thus, the travel time of each road should be regarded as multi-state. This study proposes an algorithm to analyze the reliability of a rescue operation by constructing a stochastic rescue network (SRN) model. The reliability is defined as the probability that the given number of casualties can be successfully transported to the casualty collection point (CCP) within a rescue time constraint. Consequently, the reliability can be seemed as the efficiency evaluation of a rescue and assist commander in making an appropriate decision for immediate emergency responses.
