Abstract The lack of hydrogen refueling stations (HRSs) and the immaturity of technology hamper market formation of the hydrogen fuel cell vehicles (HFCVs). On the basis of technology learning theory, this paper first constructs a model by combining agent based model (ABM) and experience weighted attraction (EWA) learning algorithm. The impact of HRSs' technological progress and government adopted HRSs' subsidy strategy on HFCV diffusion are explored. The results show that once the learning index is greater than 0.1, the dynamic subsidy model based on empirical weighted learning algorithm is superior to the static subsidy model.
